Richard’s qualifications as a Bicycling Expert and
Reconstructionist include more than 33 years professional experience in bicycle
program/facility planning; 25 years Certification as an League of American
Bicyclists Master Cycling Instructor; 36 years experience as an adult bicycle
commuter; 40 years experience as a recreational club cyclist; and 27 years
experience as an active bicycle educator, seven as Chairman of the Education
and Law Enforcement Committee of the Governor's Arizona Bicycle Task Force. He
was the Task Force's Chief Trainer for nine years, and served as its Chairman
in 1996 & 1997.
Richard was an instructor for bicycling courses at
Pima Community College for 21 years, and is certified as a Master Bicycling
Instructor (Certificate No. 129-CK) under the national certification program
administered by the League of American Bicyclists (LAB). He is a certified
Senior Regional Trainer (of Instructors) for LAB.
He served on a small, national curriculum review
group for the LAB, and in 1998 was chosen as the final Editor for the LAB
Effective Cycling TM Road II curriculum and text. He was Chairman of the League's
National Committee on Cycling Education for three years, 1990 through 1993, and
was Advisor for Bicycling Instructors, trainees, and Instructor prospects in
Arizona and New Mexico for eight years. Richard has trained over 880 teachers,
police officers, instructor candidates, and community volunteers in methods of
bicycle safety instruction since 1987. He also trained police officers for bicycle-mounted
patrol work beginning in 1989.
As PAG’s Regional Bicycle Coordinator, he authored
five editions of the Tucson Regional Plan for Bicycling, one of which
received national recognition from the Bicycle Federation of America for its
state-of-the-art approach to bicycle accommodation. He also authored five
editions of the Tucson Region Bikeways and Bikeable Streets Map.
Other mapmakers around the Country used this map as a model.
Richard is recognized as one of the leading
authorities in Arizona on traffic law as it applies to bicyclists. He has
attended specialized training courses and seminars at national and regional
conferences, and has studied carefully the leading works in the field of
bicycle crash analysis. He has worked almost equally for plaintiffs and
defendants.
He completed 34 years as a Professional
Transportation Planner (the first 25 years with the Arizona Department of
Transportation. Richard is a Charter
Member of the American Institute of Certified Planners, a Member (and past
Chapter President) of the Institute of Transportation Engineers, and a Member
of the Association of Pedestrian and Bicycle Professionals.
